When do you use the Past Progressive: 

•  an ongoing action in the past

Examples: I wasn´t shopping at Costco yesterday at 1 o´clock. 

                  My host family and I were decorating our house for christmas while it was snowing.  

                  Were you playing football yesterday at 4 o´clock?
